We propose to implement Preferred Lies with effect from Tuesday October 19, as provided for in Model Local Rule E-3, thus:
When a player’s ball lies in a part of the general area cut to fairway height or less, the player may take free relief by placing the original ball or another in and playing from this relief area within 6” of its original position, not nearer the hole and within the General Area. The ball may be cleaned prior to replacement.
In proceeding under this Local Rule the player must choose a spot to place the ball and use the procedures for replacing a ball under Rules 14.2b(2) and Rule 14.2e

Note the ‘first cut’ is not fairway and accordingly relief is not available.
Note also Rule 16.3 relating to embedded (‘plugged’) balls, viz.
A ball embedded in its own pitch-mark in the General Area may be lifted, cleaned and dropped without penalty, within 1 club length from the spot where it lay, but not nearer the hole.
